You can't play it online, but there are these things called emulators and roms(however they are sort of illegal) in which you can play emerald on ur comp, Check out the website, www.dgemu.com if ur interested.
You could go on pokemon crater.com its kind of like pokemon emerald.
Download VisualBoy Advance (an emulator), and then the Pokemon Emerald ROM. . Not sure what you mean by "online," because no Pokemon game has online capabilities.
Don't let any cops see you do this, because it is indeed illegal (unless of course, you already own the game in a GBA cartridge. Then it's legal.)
